The Jammu and Kashmir Civil Society Forum (JKCSF)  voiced serious concern over the noticeable decline in the number of Hajj applicants for 2025.

In a statement, JKCSF chairman Abdul Qayoom Wani said this disheartening trend is a direct result of skyrocketing airfare costs and the government’s failure to release long-pending dues to employees and pensioners. The JKCSF highlights that performing Hajj is a fundamental religious duty for Muslims who are financially and physically able. However, the unaffordable airfare and the non-payment of gratuity, GP Fund, leave salary benefits, pensionery benefits and non-payment of bills to contractors are creating insurmountable obstacles for many prospective pilgrims.

These factors, the JKCSF said have led to financial strain, forcing numerous aspirants to withdraw their names from the Hajj application process.

“It is deeply unfortunate and shameful that a sacred journey is being turned into an unattainable dream for many due to the government’s negligence and indifferent policies,” JKCSF chairman said.

The JKCSF appealed government especially chief minister Omar Abdullah for immediate and effective intervention to address these pressing issues.

Besides the JKCSF called for: Reduction in airfares: Streamlining the remarkable difference between Fares from Delhi To Jeddah and Srinagar to Jeddah, rationalizing Hajj airfare to make the pilgrimage affordable for all sections of society. Subsidies or alternative financial measures must be introduced immediately.

The forum urged for timely payment of employees, pensioner dues, contractors pending bills, clearing all pending gratuity, GP Fund, leave salary benefits, and pensions without delay to alleviate the financial distress of government employees and pensioners.

“The declining number of Hajj applicants is not just a statistical concern but a reflection of the growing inequality and negligence in addressing citizens’ financial hardships. The government must act now to restore faith and ensure that every eligible individual has the opportunity to fulfill this spiritual obligation,” JKCSF chairman said.

The forum urged the Hajj Committee of India (HCI), civil aviation authorities, and concerned stakeholders to work in coordination and implement these measures at the earliest.
