The Kingdom of Saudi Arabia has launched a new electronic system for issuing entry permits into Makkah, as part of strengthened measures ahead of the 2026 Hajj.
The initiative, introduced by the General Directorate of Passports, enables eligible individuals to process their entry permits online through the Absher platform and Muqeem portal, eliminating the need for physical visits to passport offices.
Under the new arrangement, the Absher Individuals platform will cater to specific categories, including GCC citizens, holders of premium residency, investors, mothers of Saudi nationals, domestic workers, and non-Saudi family members.
On the other hand, the Muqeem portal is designated for employees working within Makkah-based establishments as well as those contracted to provide services during the Hajj season. Seasonal work permits are issued electronically via Muqeem in coordination with the Tasreeh system, a unified digital platform for Hajj permits.
Authorities stated that the system is fully integrated with the Makkah Entry Permit service to ensure faster processing and seamless approval of applications.
Meanwhile, Saudi Arabia has officially enforced entry restrictions into Makkah effective Monday, April 13, 2026. According to the Public Security Directorate, expatriates without valid documentation including a Makkah work permit, a residency permit issued in Makkah, or an official Hajj permit will not be allowed access to the Holy City.
The newly introduced digital permit system is expected to streamline access control and enhance compliance as the Kingdom prepares to receive millions of pilgrims for Hajj 2026.
